PROFESSIONAL BIOGRAPHY

Dr. Ibrahim Bulushi is the Chief Executive Officer of the Waqf Commission of Kenya and a Council Member of the Union of NGOs of the Islamic World (UNİW) based in Turkey. He is a Co-Founder and Director-General of the African Foundation for Education and Community Development (AFECoD), a registered non-profit organization in Kenya. He is also a coordinator of Malaysia Humanitarian Aid and Relief Organization (MAHAR). Dr. Bulushi is a Chief Editor for Swahili Qur’an Translation under Nasyrul Quran Complex in Malaysia.

Dr. Bulushi is a former Dean of Students Affairs and Registrar (Administration, Planning & Finance) at Umma University, Kenya. He holds a PhD in Islamic Jurisprudence and Principles of Islamic Law with a specialization in Islamic Banking and Finance from the International Islamic University Malaysia (IIUM). He also earned:

  • MA in Islamic Studies – Loughborough University, UK
  • Postgraduate Diploma in Islamic Banking & Insurance – London, UK
  • Bachelor of Education – International University of Africa, Khartoum


Dr. Bulushi is a Scholar of Islamization of knowledge in addition to integration of knowledge based on philosophy of Madani derived from Malaysia. Dr. Bulushi actively engages in fostering Kenya–Malaysia bilateral relations through Awqqaf, academic, economic, humanitarian and cultural exchange. His professional network spans Africa, the Middle East, and Southeast Asia, positioning him as a strategic bridge between regions in matters of Awqaf, Islamic finance, education, humanitarian and sustainable development.

Over 20 Years experience

With over 20 years of experience across three continents, Dr. Bulushi has advised governments, non-profit organizations, and private sector institutions on Awqaf, Islamic finance, education, sustainable development, and community empowerment.

He has served on the Shariah Supervisory Council of Takaful Insurance of Africa, member of Shariah Supervisory Committee of Dubai

Islamic Bank, founded several schools, and supported development initiatives in Africa and Southeast Asia.

An accomplished academic, Dr. Bulushi has authored and co-authored multiple scholarly works, including:

1. The Application of Zakah on Investment Property and Deposit Contract: Issues in Fiqh Contemplation (2012)

2. A Comparative Analysis of Registration of Marriage in Islam: Issues in Contemporary Muslim Jurists (2013)

3. Profit Sharing and Risk Management via Mudarabah in the Modern Practice of Some Financial Institutions (2017)
